Who said anything about public? The police database isn't public
will show up in some background checks for employment
yes police records are public with some exceptions like ongoing / pending investigations or cases involving juveniles.
that's why if you committed an offense once you're 18 or older your records will appear on any background checks .
majority of records belonging to juveniles are sealed during the teen years but once you're 18 a lot of juveniles records get expunged meaning (records gets destroyed) , so they can get a clean slate without any records messing the chance or getting a job or getting into school.

You might want to check that in different countries. It's not the same everywhere. Might be worth looking at what German law does for that matter. And not every country has public police records.

I guess that's the benefit of Wollust being a fictional place in a fictional undisclosed country. Ocean can make the rules however he wants....
