No it doesn't. Abandoned means the developer has ceased development on the product and has moved on leaving it unfinished. There is definitely room to debate when the cutoff for "this update has taken so long it's time to quit waiting" should be, but unless someone can come up with a pithy alternate tag for "stuck in development hell", and an argument for why we need two separate "this game's not likely to get an update any time soon" tags, "abandoned" is close enough. Also, developers already have a fairly strong financial incentive to avoid actually announcing that a game has been abandoned, so, to the extent anyone cares about the tags on this forum, not giving a further reason to keep stringing people along with promises, regardless of actual progress, is a reasonable choice.
In an extreme example, if Ocean doesn't release a new update for another ten years, but keeps working on the game all that time, the practical effect for most people would be the same as his having actually abandoned development.

No shit but better than implying development has been dropped entirely. In a situation when development is taking longer than is reasonable/expected, it fits better than outright saying it's abandoned.O

It all comes down to a few things. Like how much time the developer can have, the power of their computer, and such factors. For example, DPC is quite near those figures, and it takes him roughly 1 to 1.5 years. plus WIABWere are people getting 12k renders from? It around 8k and pretty done rendering them.
Since people started comparing Ocean and DPC, I'll add a couple of numbers from his logs. During this time, DPC has made two updates, with the first update containing 7,100 renders and about 390 animations, while before that, it made 5,800 renders and 330 animations. In total, that's about 12,900 renders and 720 animations. On the positive side, Ocean has almost caught up with DPC in terms of render count. On the negative side, only 8,000 of the 12,000 renders were made for SG, and Ocean is hopelessly behind in terms of animation count.I wonder what time frame you consider reasonable for creating over 12,000 static renders and dozens of animations?
