He calculates how long it will take him to complete the order (let's say five days), adds a couple more days for unforeseen circumstances, and ultimately tells the client that he'll complete the order in a week. What happens if the carpenter doesn't complete the order within the agreed-upon time? He'll lose money, but most importantly, he'll lose his reputation, and therefore his clients. To preserve his reputation, it's common to offer discounts to clients as an apology.
Now, back to Ocean and his game. When he said he'd finish the game by the end of the year, it means he was sitting there calculating how long it would take him to complete his update. As we all know, he didn't do it. Even if someone had problems, it would be fine if the update came out a week or two later, or a month at most. It's already been over a year. How was Ocean supposed to time his work to delay it by more than a year? What were the reasons for the update's delay for such a long time? Ocean can't answer that.
