none of these games will get finished, because there is no point for the devs to finish them, all they have to do is make a few good updates early and get the fuckers hooked, then they can take a vacation and keep releasing excuses.

There's only one Steam page for S2. It was created when he was still planning to release there with the update after this one, so the rating might not be up-to-date. The question is if he planned for sexual content in CH4 or before, or if he preemptively rated it 18+ so he doesn't to have to go through a reevaluation by Steam later on.
