Jenny & Debbie 's character impression is stronger than Roxxy for sure.

But I think it's quite difficult , Cuz that would need tons of stories to string all the sex scene together.
I do believe DC can make Roxxy tons of sex scene and add them to the game
but it's going to make the story boring and destroy Roxxy's Characteristic , also making her role impression super flat
so I would rather the Developers won't add those flat sex content on her .
