Most of them, probably. The lifeguard, Ronda and her mum probably not, but they'll get their full update in 0.21, so you can be sure they'll be in the game sooner than later. The only ones I'd be unsure about are the teachers and Dexter, though they may be needed for some kind of quest.
As far as i know Art that is reworked is always added into an update. I never saw him rework stuff and it got not added.
And while doing so you seem to miss some rather important differences, like for example that SS is a free game, unlike most other games. So all those "payday" posts, like yours, just make little to no sense.
If he is a troll you committed the cardinal sin of replying. Responding to a troll feeds them what the want so badly, attention. Ignore them and they soon get tired of talking to walls and go somewhere else.

At this point people aren't even criticizing the game or the way dc is doing things, they are just complaining that DC is making money developing the game, which is pretty dumb.
I know. If someone says they hate the art and the story is dumb, at least they are talking about the game itself, instead of venting their envy for DC doing well on us.
The game is 100% free. Patreon and therefore sending DC Money is optional since day 1 and the first release of and early build with literally nothing to do then walking around the house. So everything you said is invalid and makes no sense.
But that way he wouldnt get any attention. The thought alone is shocking.
