I can't speak as to the reason people do things, but I can definitely tell you that the reason why they can have sex to begin with is for the purpose of reproduction, yes.
It seems like the prom will indeed be among the last things to happen. First the story for each schoolgirl has to be done or reworked, then DC wants to implement the dating system and only once that's done we'll get the prom at some point.
In the end it's fair to say that DC went quite a different route compared to most other games, where these things simply happen as standard. So I can understand that people, who don't that much about the game, kinda expect it, even though the actual dialogs say something different.
