In what language does a deaf man think?

As genuine deaf man, I'd say depends on their upbringing and age of being deaf, if they already learned their primary language along with grade school level, they'd be the same as any other people who knows the language. But if they are born deaf, probably base on their environment and emotions. You pick up body language better.
