Do you have to pay to get the game ? No ? Then it's free (not to mention it's like the 1st line on the Patreon page). People on Patreon do something called a donation : they give $ to a dev to tell him "gj dude, I like your project, here's some $ to help you keep doing it". Doesn't change if 1 dude gives 1$ or 25k dudes give 80k per month

Yes, that was the case what the Tech Update should be. But maybe, just maybe, the plan was changed from the Team intern to include all Remasters they still needed to do, to get it done to move forward. It´s a possibility. Like I said, we don´t know exactly what Dark Cookie does for this game off stream. Maybe he really worked on doing the Remasters. It would be a good opportunity for Cookies Team to get the Remasters done alongside the tech update.
I agree, I think the Tech Update was too good a chance to not get done a lot of the smaller art and story re-works. DC's been doing art remasters of older girls on streams for years and he's still modifying their art nearly constantly. This is off his November 16 stream:
He's probably doing all that now cause he had the entire year thumbing his own ass with R(h)onda's stuff done early on. And/or to implement all the girls with the new rigging for wider screen. Doesn't mean we'll have 20+ girls with 2022 art style all at once, they still need to have something to do for their remakes

Heh, means that I will have to wait till 2032 for Debbie update. None of the family chars received an update since 2017-2018, I think. Feels like Dev bit off more then he could ever chew.
Jenny's route was finished in 2018, so nothing for her since (and probably nothing more), aside the preg scene in batch 1. Nobody votes for Debbie's remake, so it'll never happen. Dev didn't "bit more than he can chew", you just have to know how the game/updates work
