That's honestly not the best stragegy and I'm sure that's what any publisher would tell you. No matter how many scenes you'll add right away, those who like the character are going to want more anyway (see Jenny right now). You'd only make those happier who already liked the update/character and add nothing for those who didn't.b) in my opinion those updates should be made directly after the main update is released
so for example: rhonda update is out --> ~2 months later she gets a couple additional scenes so people could decide if they want to play her route earlier or wait a couple months more and get the complete thing. basically make the additional scenes while hype and excitement for the specific girl is still big.
From a management point of view, it's much better to complete the normale update and to add the last small bits, bobs and scenes in between other updates, so those who like a character at least have chance to get something down the line and continue to follow the game, while those who don't like the character won't have to suffer through let's say 7 to 8 months of Judith only content.
If you tell people, that there's nothing left for them to look forward to, the chance they'll get really frustrated and stop caring is much higher and that's bad for any project.
Which is likely a way to keep himself motivated. At least to some degree.DC has free reign to do what he wants with all his patreons and the result of that is what we're seeing now
