Well, yes. They've advanced completion from 58% to 80%, i don't think anyone is disputing that. At this rate they might hit 100% in another 1.5 years.

How the fuck is this update not out? In no world is this sort of work product acceptable with the cash they are pulling in monthly. IMO, this is one of the biggest scams on patreon at this point. If the update doesn’t have a sizable amount of content (it likely won’t)…
The guy is still streaming every day, what is he even drawing when there's no pre tech update planned and the art for the tech update is basically done?

I think he's drawing art for the Rhonda update that comes after the tech-update, so he's ahead of schedule and is probably working very slowly.
What's the point of being ahead of schedule if that update won't be out until posing and coding are done? Unless the update is gonna be extra heavy on the art side
The tech update doesn't need any art outside of a few backgrounds needing to be expanded. The entire tech update is just allowing the game to support more resolutions and some code things to make testing for bugs quicker. That's it. The tech update doesn't need art.
Dark Cookie spends all his time drawing new backgrounds, new locations, redrawing characters, random objects that don't see any use in the game, he draws everything except more sex scenes for the next update. All the new art he draws just adds more work to the game. He makes up new locations and spends a week drawing the location so the coder has to implement a new location, the new location now needs more characters added, new quests of tl:dr text full of dumb memes, new braindead minigames etc, it just snowballs.
While the coder is sniffing glue trying to figure out how to make the resolutions fit on phones Dark Cookie is drawing location after location coming up with more and more characters no one asked for that will have 1 scene in the next 6 years. While the tech update is nowhere near completion and will probably never be completed, Dark Cookie has created this massive backlog of locations, characters and storylines to be coded in the game. Most of it probably never going to be in the game because the tech update will never come out. They're not even done with the pre-tech update in 2 years. The tech update hasn't even started and Dark Cookie is already drawing things that are 4 updates in the future.

It's quite normal for them to essentially work on two updates in parallel. Once Sploosh has finished writing and DC has finished the art for one update, the team wraps up everything (posing, coding, testing, etc.) and Sploosh and DC start working on the next update.
Having said that, the tech update is going to introduce a lot of new locations which aren't needed now, but it seems like at least some will already be added, even though they technically do not serve a purpose right now.

"Tech update is nowhere completion" : so the tracker every1 and their mom keep laughing at with it being around 80% for "years" now stops existing and every task listed is now vaporware ?
"Figuring out resolutions for phones" : the wut ? Phones will output what you tell them to. The game is at 1024*768-ish right now, that's why you got those massive black bars on the side. Bumping it to 1080 will remove those and phoners will now have ~29% more screenspace to display stuff
Guess making stuff in advance is also a new concept to you, how would you react if DC drew all that junk during R(h)onda's update and it delayed the build 2-3 months ? Better for him to get all that crap out now while the coder "sniffs glue" and not have to do them during 2 years between 5 builds

The key word here is "donation". Donations to DC and SS are not "investments".
Investments have legal obligations and deadlines. Whoever is receiving investment but not delivering can find themselves sued or behind bars - donations on the other hand have no such thing. Donations are essentially free money that you give someone and expect nothing valuable in return (like a charity).
Which is why even though this project has gathered 2,000,000$+ DC has 0 obligation to spend it on game development besides the Patreon goals he set up.
He can go buy expensive cars with it if he would like to and there ain't a single thing we can do about it besides tell the patrons to not donate to a millionaire that they've formed a parasocial relationship with - good luck with that.
Yes, by sheer dollars this game has technically 5-8x the budget of games like shovel knight, hollow knight...etc and is approaching the budget of AA games like Hellblade but that's not how donations work.
So no it's not a scam. The devil's in the details.

No but when all these people who just kept *donating* like scamcitizen game, figure out all the stuff you said. They are going to be angry and are going to feel like the got scammed, but it is just being suckered. -_- Same thing on Fen with Trials in Tainted space & COC2 ( coc2 was built on the nostalgia of Community COC1 mod) COC2 doesn't even have corruption path and it has CORRUPTION in its name (reallystupid). He got all that money, gave one of the projects over to another, I remember him making 800k+ a year when he first started out, and content just dropped. about 60% of developers will start off good, work a lot, give good content, but once that money starts rolling in. BOOOMMMMMMM You can just go ahead and strike that game off the list. Creators like them hurt community more, cause they make people less likely to donate, which can harm or end starting games that really need donations.
