You are mistaken, though based upon the way you are wording your comment... I could be mistaken.
What I do know is that as late as last fall, they talked about how they have always been cognizant of the script so that at some point should they take the game off Patreon, it would easy to revert relationships. That hasn't changed.
I don't actually watch the streams, but it was said in the same stream where DC and the team said that Debbie would be the focus of the updates until her story arc and art was brought up to date. Looking at my past comments, that discussion happened 16 September 2024.
Of course, we are aware that even the thought of removing Summmertime Saga off Patreon is over a decade away.

There's a few reasons.
What I call the "code team" have improved in the preview tech update era (there's no longer a 1-2 month delay between DC drawing something new, and posing it and putting it into game updates now), but they're still painfully ineffective.
However, art really is the bottleneck now. DC just doesn't draw enough in the two month periods. He does draw off stream, but likely not anywhere near as much as he should, and he shows little motivation to kick it into a higher gear. Add to the fact that this cycle DC got caught up in drawing "continuity" scenes (e.g. if Jenny is pregnant when DC gets knocked out by the mob, she'll show up in appropriate look), of which there were several of these.
It's funny, DC used to say "art is the bottleneck" frequently back in the day. Make no mistake, it was a bottleneck, but his code team was awful, and he was just using it as a way to deflect from them and the idea he needed to hire more help. Now that it is far more the bottleneck, Mr. "I spent over a year drawing 16:9 backgrounds for locations that won't be used for the next 5 years" doesn't mention it so much anymore.
It was one of his co-developers who sort of mentioned something like that. To be honest, having played this update, this is actually far more *wink wink* than the prior one. Honestly, the incest patchers have likely had a far easier time than they imagined, with many instances of just swapping out "landlady" for "mom/mother" and it flowing perfectly. I have no idea if they changed their mind, or if he was on one.

It's his enjoyment of drawing for this game is what keeps him going, it appears. Using AI would remove some of what he enjoys the most. You know what happens when a person isn't allowed to do what they love? They stop and go find something that allows them to do what they love.

it would be great if AI finally gets to the point that we can just upload the game and add and influence it ourselves. I was told in movies that once AI gets connected to the internet it becomes Jarvis in the matter of seconds. it's been years and still it only produces the most mundane pictures.

No, it's the opposite, Ai never should have been this advanced. It's just straight up bad what happens with Ai rising. All these Ugly Ai Games with no souls.
You can hate Dark Cookie all you want or hate the art, but it's at least from a Human. Ai Art is one of the worst thing that happened. Ai Voices is also bad.

The latter is especially annoying. I know Netease uses AI voices in some of their games.

Here in Germany, most of the german Voice Actors hate Ai Voices.
They just sign in contracts when the Contract says that their Voice will not be used to train Ai to match them or any Ai usage when it comes to Dubs.
Sadly, there were some Company that already use Ai Voices but they don't sell much since we Germans also boycott such products. But I don't know how long that will last.
Our Voice Actors also make some Videos reminding People how bad Ai Voices are.
