They haven't been caught. That's all. Eventually, they will. Either from reports or random spot check.
In 2017, that kind of content was removed from Summertime Saga because Patreon told them it needed removed or it would be banned. This is the #1 most subbed adult game developer on Patreon, so adding that kind of content would get caught immediately.

I think it's impossible to answer this question honestly because of the nature of the work. This is supposedly a massive code cleanup and upgrade - so even in good faith (which I question) the sky is the limit in terms of how quickly these updates could take. Also not to excuse the creator, but editing work of this nature is less fun than making new things, so I expect it to take longer in general as a result.
Revisit this game after a couple years with the latest version. Can I ask where master Somrak is? He is not at the gym. And what happened to Diane's story? Why does the game say it will return in future updates? Thank you.

the version you downloaded is a preview of the tech update. not all the old content has moved over:
WIP = "Work In Progress"
Somrak isn't activated - and won't be - until players need to build stats.

I'd like to know if the developer is going to redo the entire story or if they're actually adding new content...
Because I finished the game and then a version called "TECH UPDATE" came out, which seemed more like a "remake."
And if they're going to redo the story of each character...
Let's suppose that every month they do the story of one character.
There are a total of 105 characters.
One year has 12 months. 105 divided by 12 = 8.7, so it would take them almost 9 years to put everything back together.
And only then continue the story?
I want someone to answer me if this is really what's happening.

no story is expected to be redone. It's supposed to be migrated - mostly same story with same content, but brought to date with the new code and display ratio, etc - read #5 of the General section of the FAQ below.
Debbie's artwork has been needing and update for years but was on hold until it won a poll ... Which it failed to do a couple of times. However. They decided to bring it up to date after seeing how it looked in the preview version. And that's what motivated them to decide to tackle it when they did.
It could be many years before the tech update has all the old content, yes. There has been talk about bringing in Rhonda's, Annie's, Judith's updates into the tech update instead of waiting until after... But we'll just have to see.
Until then, just sit back and enjoy the ride.
it's gonna take 15 to 20 years at this point, it's been a full year and they have only redone 2 short story lines. LOL
I played this a while ago and wanted to replay it. What version is best at this point in time?

There are 23,000 other "rides" on this site to enjoy --- why would someone keep riding one they don't enjoy? Sounds like the person has the problem. If they don't like it --- go find something they do. Or, they can keep choosing to ride something they don't enjoy and bitch about it... but that is more telling about them than the ride, itself.
