I always read about how content is cut and everything out of the tech update, but hell the game has not even 20% of it's original content by the looks of the cookie jar. So many placeholders and missing characters.

That's simply because he is remaking the game. It's called a "tech update" to fool his milking cows. Since a lot more people who'd drop support if they knew what he was doing when he abandoned the original. DC will need at least the time it took him for the origian game if not more to reach that lv of content.

I encountered this error around Christmas time. I tried adjusting the date and time, but the error persists. Is there a way to fix it?

I see you are playing v0.20.16
The failure isn't "Christmas" - it's "Charisma". This is not a date and time issue.
Anon has not increased their skill "Charisma" high enough to complete the task.
