download -> open the .zip archive -> go to options -> look for name encoding (or ctrl+E, I think)-> change it to 932-japanese -> unpack it somewhere

That is just extraction encoding, you also need to launch the game with Japanese encoding.

Click the Japanese Encoding hotlink in the OP's Installation tab.
Read "System Locale For Non-Unicode Programs" (Windows 11 works the same as Windows 10)
