Actually, now that I think about it, it might even be about making an Apostle shell. Eisheth would have just told Bramon about how the Apostle's avatars are made out of existing bodies at the time Bailey would be watching the TV monster. Maybe he's not saying "there's a new body to retrieve" but "the Apostles make new bodies for themselves", and he's talking with Nico about a plan he has to study that process. Bailey also says that Bramon was upset over a vote not going his way, and H.E.R.O. are on board for collecting existing Apostle shells. But if Bramon wanted to intentionally summon an Apostle into a body, that they'd vote him down on.
