There is a compressed version of the update download that is 1.2GB, why was the uncompressed 14GB linked to the main post? I don't get it.

Because compression compresses things. It makes the images look slightly lower res, and it makes the sound slightly less clear. Think of the 14gb version as the "Hi-Res" Superhuman experience.

also looks like the dev doesn't use webp but jpg/png, so that increases the overall size somewhat

Very rarely some static animations but mostly pictures.You can see the game doesn't have the animation tag.
