for increased chances of the random events happening. I'm usually not that big on cheating, but in some cases, like these, I do think that it reduces some bad grinding and makes the game more fun to play. This is a matter of personal opinion and preference, though.
only thing i dont understand right now is what you tell about perk slot
but i will found out , maybe it explains itself when i buy the right super power
(in main page i aint got the character icon as shown in the link you gave me)

You choose the perks at the beginning of the game.
You first choose a primary and then a secondary talent, like social power or mental, which gives +2 to the first natural talent and +1 to the second one, and then get to choose 2 perks for the first one and 1 perk for the second one.
there are some that give you +2 to some of your skills, like persuation etc, and then there are 3 global perks. 1 isn't implemented yet and the 2 others are big penis and sister.
I only agree partially with the other anwer. The +2 to a skill aren't bad options, as they reduce the grind for that skill, agreed, but in the end you can work and get the advantages of these perks ingame, even though it can save you a bunch of training.
The other 2 - Big Penis and sister - however give you things that aren't available through other means ingame.
As such those perks are in my opinion much more valuable.
Depending on your playstyle, sister can give you ingame advantages, in the form of an relatively easy accesible character to form to your will.
Big Penis reduces the lust loss of a girl through sex acts, by half, which can be a big advantage.
So, both choices, but especially sister, make more sense to not be perks but independant choices from a story point of view, that's where I agree.
Gameplay wise, both choices grant you pretty good ingame advantages, though, and such are the best choices for perks in my opinion, and as such having them as perks instead of "settings" or choices otherwise makes perfect sense from a pure gameplay point of view.
