Yes, you'll get more with each level. This is one you WANT to level up completely so you can see all of their stats.

If it gets too high, yes.

Edit: Too high being 100. At 100 suspicion, they'll report you, and you'll get a "Suspicious Activity"Demerit which is about the same as getting reported for jerking off in public.
