Tbh, I don't think Sinon needs any permission. She is basically an admin in that game and can do whatever she wants. Given how abilities like Inoda's invisibility and Suguha's time stop work, we know they can bypass even gameplay mechanics. Well, as I said, it's all a bit messy in Part 2, as Fujino often bends his own worldbuilding and rules to fit the needs of the plot.
