I still think Inoda has nothing to do with the council. All the council wants hidden memories in Kirito's head. With no Inoda they would have still have the brothel investigation with Alice so they would have gotten Kirito into the maze anyway.

Part 1's Oberon nightmare made since back then the game was very close to the canon. The game could have happened right after ALO so Kirito would have worries about Oberon keeping Asuna captured so long and not done something to her.
