I disagree with the Council targeting anyone else other than Kirito. Since they only need the seed from Kirito, they don't seem to know or care about anyone else. Oberon on the hand I agree but he is a nominal ally of the Council at best. Shadow Fox seems to want to get rid of him anyway.
