To be clear, calling them "AI NPCs" is wrong, because the Fluctlights are basically copied human souls grown since they were babies like normal humans, their souls are literally made from the same stuff that a real person's souls is made from in the SAOverse, they just in reality have mechanical cubes rather than flesh and blood bodies (And have their bodies in the simulation/VR world that is Underworld). They're for all intents and purposes human beings, which was kinda the point Kirito defended through the Alicization Arc XPEugeo's world, Underworld, was an computer program simulation. Quinella was just a another NPC until she found admin codes and gave herself Admin privileges. Not satisfied with the VR world she wanted to go the creator world, the real world.
