Where and how did you encounter this error? Context is needed to help as the game has quite a few bugs that sometimes just pop-up randomly, and sometimes just for some people and not for others, from what we have observed.

Was playing the game. had a blackout, when i turned on my pc this happened. If i delete the saves it goes back to working again. But as of right now this pops up as soon as i boot up the game

Here's another hater, I wonder why you play, to vent against the protagonist or for the scenes, anyway if you don't like it, choose Inoda's path, so simple.
Well, there you have it then, data may have ended up corrupted from the blackout :O Just to be safe, I would delete the whole thing and redownload the game, Fujino made being able to start from several points in the game's timeline a staple of how the game works for a specific reason (Especially as saves all become corrupted data every time a new version comes out).
Where and how are you exactly stuck? Any advice would depend on that because there are points of the game where it's impossible until a certain point.

Japan's new PM said something along the line of defending Taiwan because if something happens to Taiwan, Japan is also in trouble. Chinese responded furiously with some government official stating they will behead the Japanese PM and now follows with travel warning for Japan.
In short, this will be like nothing like this ever happened in a few months.

If the developer chooses Naruto, you need the main villain to be Boruto, who will do NTR in the game.

Game seems to restart to chapter 1 or so when I click escape on my keyboard to get out of the menu and it has gotten my saves stuck because it keeps doing it on all the ones I try to load into, is there a fix to this on PC?
Are you perhaps using old save files? It's been repeatedly stated you never do that, you erase everything with every new update, older saves corrupt the game as they become obsolete with a new update :O
