Item ID is 156.I think it's a glitch. A few people have complained about it on NLT Media's Patreon blog. For example:
"Bomega Jones
Yeah, there is a major glitch or bug. If you do not get the wires before you and Leila use the USB to get the maps, and her scene playing out, you cannot get the wires. The guard is permanently at the door to Lab B. So, then at the end of the update and cannot finish Olivia's quest, get scenes, etc."
I'm not sure that there is a solution currently. Sorry to be the bearer of bad news but you may have to reply the game all the way through from an earlier chapter to collect the wires unless/until NLT Media fix the bug in a following update, e.g., a bug fix like v.26042 (which probably won't be posted here), or v.2704X and hope for the best.

This time it's mainly a plot update, hinting that the protagonist can save the world, and then the oracle doesn't continue. If you are physically excited, you don't need to play this game. Maybe you can wait for next month. This plot change makes it impossible for me to predict. I need to predict the plot next month.

But thinking, if I can download an update and add it to my last full game to create the latest full game, then why can't they?

Because I can't build Mac on win without breaking permissions also for mac to be able to patch until the most up to date version I'd need to keep all Update only, but we usually don't keep more than one.. And its annoying af. Just share the full versions to, its not so hard...

I couldn't find Item 156. Assuming its necessary to have had the wires in your inventory at some point for it to show up? Regardless, I was able to fix the issue by running version 24033, getting the wires, then transferring my save to the latest version.
