Almost the second option. Sometimes he does others things like comics, so it's not only the game that can give him incomes. And he's still showing this "pinups" and "Sneak Peaks" in his Patreon about the v0.10. So I guess is he still working in the game? And looking to the images of those posts I think he decided to remade and maybe add new scenes too. But this took a lot of time in first place (in theory) because he thought it was a good idea remade mostly all the game from zero because the code in the long run could mess with the features he was planning to add (and other things in between).
So yeah, I don't recommend to have high hopes but don't discard that maybe a update comes up the next year (I hope so). Without mention that he tries not to say a ETA about the update surely to not disappoint people.
