It's not, and you even QUOTED the part that said where to find the current version. Shaddy updates the mod for this game shortly after the game first becomes available to Talothral's supporters. You can find it at the "My Patreon" link in the big NOTE part of the post you quoted, just like the note says. It is always available before the game update shows up here, and Shaddy keeps at least the current and previous mod available at that Patreon page specifically to support places like this that may be a version behind.
