I think it's the wrong approach to show options now that can't be implemented.
Later in the game, however, it might be possible to show that there is an option here if you had made a different decision earlier, or if your stats were better.
Course of Temptation handles this quite well in my opinion.
You take off your bra and venture out into the hallway wearing only your shirt, but not into the courtyard yet.
So you're not allowed to leave the hallway, but you get the hint "There are more options here if your Exhibitionism is above level 3."
So the player either has to wait and increase their skill or make a different decision beforehand. For example, go back a few steps and repeat the scene, or make a different decision in a new playthrough, since they now have the opportunity to specifically work towards certain situations.
But simply blocking it and not offering any way to allow it at the current time is, in my opinion, a mistake and an unnecessary point of discussion. You can already see it. 1/3 of the posts deal solely with the blocked option.

Personally, I think any choice that presents a "locked" or similar text would suggest the same thing - it's paywalled. If it's "available in future updates", that suggests to me that if I play the game at a later date, this exact scene might have different outcomes available. That would theoretically mean there's either no point continuing at the moment, as the choice I might prefer is not currently implemented, or I'll just miss it because I'll continue playing, but then I'm not going to keep checking back to see if that one choice is now available - which will probably only show me a different scene there and then put me back in the same place I was after choosing the available option originally... When I was working on the VN, I thought it’d be cool to tease some future scenes and show how Sam is already thinking about doing those things. But since she’s still innocent, she’s not able to do them yet.
So I decided to label those choices as “locked,” but looking back, that was a mistake. A lot of people didn’t get what it meant, and some even thought it was content only available for paying subscribers or something like that.
Sorry about the misunderstanding! For the next version, I’m planning to change “locked” to something like “Available in future updates” or something clearer.
I’m totally open to suggestions if you’ve got better ideas to make it!

If it's just an extra scene with no long-term consequence, you can add a note telling the player to save the game for possible future changes. Having a replay gallery is also good for these situations.
If there is a long-term consequence, you can flag the choice as being made even if the scene isn't there yet. This way, players can keep playing and simply load whenever you implement the scene just to check it out without having to replay from that point.
If it's going to be a repeatable event where she'll eventually be ready to do that, then make it clear during her thought process with a "maybe next time" or something along those lines.
If it's an entire branching path, add a dev note explaining it's something you'll develop later.

That's crazy because it's pretty clear if you give it some thoughts yourself.
But for that you have to read dialogs and not just skip everything to get to the juicy content.
