Since the previous survey did not allow for multiple options, I assumed this one would be the same, and in my opinion, I find it wrong to only allow one choice, unless it is multiplied by 3 points, instead of remaining at 1.
I agree with you on this. Sam should give it up to someone she likes, so Luigi, Dad, or Elias (Alisa's brother that Sam finds attractive). I could even go with Skippy or Latrell because they're relatively nice to her and she doesn't seem to mind their company.

The only thing I can think that "might" allow for the father or another member of the family to get at her virginity is that Partedes has a history of having characters give up their anal virginity first. As well as many of the voters seemed to think that virginity is anything penetrative so its possible that the vote is purely on who gets her ass first.
