Yep that's it, different weights, but still...
A vote is a vote.
It should stay at 100% even if a $200 tier count for 10 votes.
Mixing user count and vote count just leads to misunderstandings and miscalculations.

Did he just start doing surveys? Or did he do them with his other game too? This developer already has good stories; I'm worried about new fans interfering.

He did surveys with the previous game too.

IIRC, briefly introduced a potential shemale character, did a poll on it and the character was removed in the next update.
