I don't know the specific file, I just scanned the entire game zip folder and got that! Downloaded from MediaFire link.

That is a bandit, a random event that can happens during patrols. You gain promotion point PP as you patrol, fight and win and you gain extra points.
If you are low level or have not yet learn how to fight sneakily, just run away until time is up. It is not required that you face him.
There is a female bandit event and she is tougher, capturing her will add her to the prison, but if i am not wrong, she only appears during night patrols.

I wish it were clear from OP which version to play... one says it's "community translation", but the file actually says MTL, i.e. machine translation, which is usually terrible.

No clue about the other version, or whether one of these is more complete, or less censored?! why is it that this kind of info is never put into the OP -.-
