Yes, I believe more slutty clothes need lower sanity level. To be naked it needs to be at 0 afaik.

Go to the massage palor at Wilderness/Wasteland village. Go there a second time and you'll get the option to use charm

Go to wilderness village. Eventually there will be a cutscene that triggers the event;
There will be two bandits taking someone away.
You then step out of the village to the world map and then this area in the caves will be opened

Sadly its bugged for me. Saw the cut scene but i had already exorcised the guards so you can see 2 kidnappers fainted inside the head guard office, even if i continue walking into the cave its still blocked.
