Does using the URM still avoid scenes that are otherwise blocked when using in-game cheat engine?

No, with in-game cheats disabled, you can use URM and still unlock the extra scenes and bonus images.

You need to be more specific as to which ones you have in mind. When it comes to in-game characters you still need to take steps yourself in order to meet (unlock) them, the URM is only a tool that facilitates you getting there by manipulating certain stats so that you don't need to spend time grinding.What about the new characters? Where can we meet them?

I really love this game and want to deeply understand both the game and its developers, but unfortunately, due to geographic restrictions, I can't financially support the developers even though I've tried various methods.It's not about money, it's about geography.
