If you head to the bus stop outside the apartment with a chaos level of around 80+ you'll receive the "Complete Chaos" quest by having an automatic conversation with the policewoman. After that, if you speak to the policewoman at the station with a chaos level above 80+, you will clear the quest and post that you can get a scene with her.

Event 1: Purchase costume from the shop > Talk to Misa in the garbage room in the afternoon.
Event 2: Purchase costume from the shop > Talk to Misa near the security room (right of the poster shop) in the evening.
Event 3: Purchase costume from the shop > Knock on Misa's door at night and talk to her once she's out.

If you complete Lilith's Quiz and find her black cat at the event, you'll unlock Chaos Mode, which will tell you how much chaos is required to unlock scenes for the individual NPCs.

Those scenes are just locked for that location/time. When you visit the correct location/time, they'll unlock; meaning you won't see all of them unlocked together.

Cant figure out Rika, did all 3 events at night, her room, in the open, and dog walking. and the event in the afternoon by clicking sing. Still nothing
I had the same problem. If you look carefully on the locations to lewd her and at what time, you can see that there is an afternoon event. I forget if it's just the vibrator choir or not.
