It's random. You should get invited out by Tasha just like Sophie asks you out for dinner or Penny invites you to her apartment.

I've been attempting this but I'm wondering if you have to dose her at least once first before waiting the 14 days? Because I haven't dosed her at all and we're going on dates and good relationship for well over 14 days.
Are you playing in story or free mode?
In story mode I had the first Saya dream related to Tasha at the end of chapter 3, then talk with Tasha at work and another dream wich prompted the change around a week later.

Story mode, but I'm still in Chapter two (one month has elapsed so far). Just to confirm, you got the Saya dream without ever dosing Tasha? If so, great, I just need to progress further.
Edit: It may have just been extremely bad RNG. Penny was the only person to ever ask me to go home after work, over and over again. I just finally got the invite from Tasha on October 3th and the next day I'm getting the come over to visit my home chat. I'll report back if things progress.

No, if you're in story mode you have to get to chapter 3 for it to trigger

1. Dose/interact with Kagney until she mentions needing an assistant
2. Talk to Sophie/Ms. Dee about getting her an assistant
3. After/during the Elsa Thanksgiving event, you should have the option to give the job to her (don't choose Let Her Go).
I think that's all the steps?
