One of the characters was present at the murder of a federal agent, but did not participate in it. What could Gretchen do, she is a weak woman, she should not protect the feds from their stupidity, she should not have been there at all.
Ok. you don't know how the law works, and that's ok. Legally speaking, GG would likely be considered an accessory after the fact rather than an accessory to murder itself.

She did press the trigger and killed that guy in the bar by playing dumb to him and later she blame Jamal for making her a killer - not only that but she also killed Rico(in case she left Astrid in Corey's house and go to Jamal alone - in that case Astrid dies from the killer hiding in Corey's house) when he did come to Jamal after he asks him to come and made GG helps him get rid of Rico! Rico is alive only if GG bring Astrid to the gang where her mother is! And if GG decide to go to Jamal alone she needs to have experience with the gun which can only be made if she did kill that guy in the bar earlier - in case she didn't has experince by shooting with a gun you will not be able to choose to shoot Rico and only has the option to lower the gun available which leads to GG been kiled by Rico and ends the game!

PS: The gang with which GG is involved because of Jamal are all killers but the rest of the characters - mostly this from the school where Gretchen's son is are not killers with the exception of Jamal and may be the black teacher GG's son likes who did explain to his wife Alyah that he retired a long time ago from his previous life as a member of a gang because obviously he wanted a normal life,but anyway - the point is not all characters are killers,only this in Jamal's gang,GG and her son(he didn't really kill that corrupted cop,it was more an accident but he did kill GG's boss from the TV chanel where she works by putting some drug in his drink while he was sleeping in his hotel room) and of course the serial killer that is Savannah's brother.
