There is only so much Patreon can limit when it comes to U.S. creators since they can't impose unconstitutional restrictions to freedom of speech, art, design and expression as that is a given right by law. However, when it comes to countries outside the U.S. then that is something I am not familiar with, but again this is nothing major and will not affect the overall VN. Most countries have some form of freedom of speech and expression as well, so it should be fine.
Lol, that's exactly the other way around. See youtube / twitch, the rest of the world has to follow the puritanistic positions of conservative american groups, because free speech is protecting the individual from the state, it doesn't limit what a company is allowed to censor (or demonetize / suppress in their algorithm)) on their own platform (what is limited is discrimination against specific groups and so on, but that's not because of free speech). If you're not happy with the limit of the platform, you don't have to post your content on it, there are alternatives, so your free speech isn't violated.
Most of the restriction on patreon are most likely due to lobbying from american interest groups (or even more stupid, Patreon being afraid to anger them and preemptively being more strict), and Patreon caves in order to not lose access to the US.
