Had similar problem, had to restart game multiple times for it to work, if you do have MTL, it might save you some time if you press ALT+0 and change translation machines to bing or DeepL, and reload,hook, restart ect... mtl. im personaly using base google transalte(v2) + DeepL, and didnt had trouble with most games.
