I saw two initial scenarios.
If you found Mira working as a prostitute and discovered her secret,
This way you skip some steps and can advance faster.]If you didn't find her before and found out about it, after talking to the football boys, Dan will approach you and tell you that she works as a prostitute there, so tell Cass and continue later.
To continue, you will try to talk to the prostitutes and discover that they don't talk to people about these things. After that, talk to the detective in the pub, from the first mission of The Fixer and he will guide you on how to continue the mission.
When the mission is active, it will eventually talk about the aim, sometimes it takes several interactions until this happens.

You can also sometimes find them while scavaging on the beach, I think you might also be able to find them in other places too (like the park) but the beach seems to be the best place for them. They are worth a tidy sum to the shady dealer at the far end of the truck stop however.
