Bit late to answer this, but that's etymologically incorrect, "topos" (τόπος) refers to places/locations not to the societal status of a setting.The suffix -topia explicitly refers to society.
Consider the town of Megaton. It's as postnuclear as it gets, and yet they have a functional government, economy, infrastructure, social order, civil defense apparatus, and even a church.
Semantically can mean both, but your statement is incorrect on its own.
