Go outside of the police station but don't enter the town map. There's a valve in the northwest area. You will need grease from the mall to move it because it won't move otherwise.

How are we on content so far? I know it takes a bit for the games to pick up the pace (understandably so.. they are story driven and having everything happening out of the gate would make the game lose its purpose), so wanted to check if it's already good or better to give it some time.
