Madalyn had no children as far as aware, no history publicly, and separated herself from society as much as able. Heather has normal life, as far as know, give birth to Chloe, lived actively in society all her life, possess longstanding friends like Carol and has not been aloof, detached, unknown and unknowable entity with agenda like Madalyn. (For very good reasons.) If Heather was not fully human people would have noticed which is the prime reason why Madalyn kept life hermetically private. Also Heather doesn't behave coldly like Madalyn and seems warm personality completely invested in friends, family and sundry human things and concerns as usual. Of course Heather could be Sofia-like character, preserving youth magically in some way but, got to say, I don't pick up that vibe up from character with no mystery about her but could be mistaken as I often am when it comes to TGO.
Maybe Heather youthful appearance explicable by good diet, early nights, Oil of Olay and/or cosmetic surgery.
In her case youthfulness has nothing to do with anything magic or supernatural I say.
