This has become CircleKAME's thing, really. Here's my anecdotal tale. The circle's pretty much always released major updates after the initial release of their games. The Arms Devicer update (the plus thing) was pretty big, if I remember right. The slide sorta started with Parallel Fantasy IF being more or less complete but sorta buggy, and even with that one it kinda seems there were more ideas than content (I seem to remember things like unused or underutilized item slots, weird gameplay balance, etc.).
The game in this thread was the first one that was slid out the door basically unfinished, and every game they've made since has been the same way. The guy's always seemed to want to push the envelope when it comes to "systems," and flashy RPG Maker plugin hacks, but the content has really suffered. The Final Fantasy knockoff F4 seemed to have a lot of weird bugs (a bunch of updates to fix things, like duplicate party members, happened, and then just kinda stopped with problems still around) and half-baked ideas (think Xenogears disc 2 versus disc 1 when you think of the F4 endgame). Folks on other forums complained up one side of F4 and down the other about not being able to combat rape the two secondary party members, having to finish a chapter and erase their skills instead of having some way in the story to do it--complaints like that.
Their last two releases have been "episodes," and aside from hideous gameplay balance problems at the very start of the first episode I haven't really followed the howling, although I'm sure it exists (ULMF kinda took it in the pants, I think, after whatever happened that torpedoed their search function--not exactly sure what went on there). I'm thinking at least some of the problems with episode 1 might've been from folks not having figured out how the game works yet, but I don't think they all were. Haven't checked in over on other forums to see what folks have been saying about episode 2. I haven't even played Ep. 2 since the first one was so confusing and mediocre.
Anyhow, I don't really remember hearing of active projects to get full translations for really any of KAME's latest games. There's probably a partial for F4 2.1 running around, and Arms Devicer S landed with such a huge plop that I don't think anyone bothered (I don't even remember what folks were saying about THAT game, it was so disappointing). Partials end up being sorta hard for KAME's games since they like putting so much text in images, and I assume that makes it tougher to apply partials once they're actually made. No full translations more or less means they probably won't end up here, so more complete stories of what exactly happened will probably have to wait for someone who knows more than I do to notice this thread.
It's kinda sad. Parallel Fantasy 0, IF, and Arms Devicer were really pretty good. What I've heard is that English-speaking folks think that KAME got complacent and realized that half-assed games would still sell on DLSite.
