Perhaps you used a save from a previous version of the game, and when launching the updated version with a number of shifted variables, the developer failed to process them correctly, and they are now misplaced. Perhaps you decided to "unravel" the story along your own unique path, and the developer didn't appreciate or anticipate this. There are many ways to stall this game.
In your case, you can press the gear button on the phone icon (Change Setting), click Cheat in the window that opens, then type doctor (on the keyboard) at the bottom of the screen (Input Code), and press Enter. Then press Return and exit to the city map. I have no idea where the story will take you, but at least you'll get out of the dead end...
You still won't be able to get into UNIVERSITY (because your save has Sisterhood.Level = 0, don't ask me what that is), but perhaps as you continue playing, you'll be able to develop relationships with other characters until you're allowed to join a fraternity (or sorority, whatever that means)... Was a new save. new download. I did do all the other things before the University that you get in the start. But i dont know if thath as any impact.

Your save (no matter how you got it) has a lot of characters unlocked (in your friends list), but very few locations on the city map are unlocked. And even during certain hours of the day, you don't even know where your friends are—the game doesn't display it for you (looking ahead, most of your friends are at school). This simply can't happen when following the "hints" (the ear button, Get Help), so I assumed this was a save from a previous version, where most of the game had already been completed. So, after entering the doctor code, the game will gallop you to a point where all your already unlocked friends are in familiar locations—you might even get dizzy from the pile of messages they'll send you. In this case, if your goal isn't just to see what the developer has added since the previous version (almost nothing, really), but to "follow the story," then it's best to start a new game and follow the prompts from Get Help. However, the plot is so full of "conspiracy theories" that you might not like it. Something like that... Good luck!

It seems the developer is ignoring the Android bug, despite collaborating and having the full version, they still haven't responded.
i even tried the 0.47 version with puttin the assets in the BOZZU folder but then the game says i need to put the rpa file into the game folder... yup android version seems broken.

Did you put the 'archive.rpa' in the correct folder? It must be in Documents/BOZZU/bozzu.thehardway/game.
I went to Galadriel for a quest, but I think the next quest is showing up incorrectly.

What's the bug, exactly?
It seems the game requires some kind of non-human children for the plot, and you haven't even unlocked the pregnancy feature, so it's just telling you outright:
"Well, do something about it. These characters, for example, are lusting after you, and you..."
I think you just need to continue communicating with the other characters, develop relationships with them, etc.
P.S. By the way, the incest cheat isn't unlocked in your save. I don't know if it affects the plot. I haven't played the "vanilla" version. Maybe it only affects the "kinship" text, or maybe not...
As a result of my random wanderings, the next quest was to meet Jean at the entrance of the creche and then Kelly at school. The quest related to Tiegan is probably later, and I think the quest notification was wrong anyway.
It's entirely possible. In previous versions, the dev received numerous complaints about players not being able to "have" a child with Tareen or Shakria. It's likely that, in an attempt to fix these bugs, the dev has now implemented story prompts that pop up too early. It's worth noting that creating a game that aspires to be nonlinear and offers players sufficient freedom in their development is challenging even for game-industry giants, let alone solo developers or small teams. So, we can consider ourselves beta testers here, albeit unpaid...
