This is part of what I meant when I stated that I rarely fully agree with the poll results. Judging by later posts, it might have been read as me disagreeing with the storyline itself. Sure I could have worded it better (or put in a better context), but I still stand by what I wrote. Whenever there is a poll, odds are that I would have picked something other than what turned out to be the winning choice. Given that there usually aren't any "wrong" choices, this isn't a problem. It's more of an observation.
As for the losing focus with the story part, I never actually wrote that The Headmaster has lost focus, only that it's important not to do so.
I'm stuck on pride and president at this part "find current students who need to be more comfortable showing off their bodies. help Alice with her studying difficulties"
Have you passed all the possible rule changes at the teachers' meeting? Have you been patrolling with Rachel? Have you been doing paperwork? I haven't played for ages but kinda feel these are where I usually got stuck. Oh, also teaching classes. Any of those actions might be behind the trigger you need to progress.

Disappointed.. Rachel doesn't have a repeatable after her virginity scene, other then doing that scene over again.. Was hoping for something in the office in afternoon with her after it.

I havent played in years, does this character have a full route yet?
I wouldn't characterise it as a 'full route' yet but there has been significant progress with her so far. If I remember correctly she can be gotten to approx level 6 or 7 or thereabouts.

Honestly none of them really have a 'full route' yet.. Only one I'd consider somewhat complete, would be Amy, since we have a repeatable sex scene after her 'completed storyline'.. Though Rachel is close as well, but even her last punishment scene for her 'completed storyline', says there's a repeatable to be made in the future..

If the "full route" by what you mean "completed storyline" then Rachel is the only one to finish. She is already at the max level (LV10), only her repeatable sex scene is not made. Amy still got a long way to finish...
If any girl has got the repeatable sex scene, that doesn't mean her storyline is "fully completed"

I just assume for all the girls they are more quests at a later date for them to get their virginity and repeatable scene done..
Reason I said Amy is the most complete is she does have a full repeatable in the showers, while Rachel's virginity scene isn't technically finished till there's something else continued after it..
Personally I think Rachel still has a long way to go too, more solo scenes with The Headmaster, could also be more threesomes with Debbie and Sally..

Iirc for Maxine's storyline, you'll need to punish Rachel, Cassandra, Debbie and Amy, since those are the asses she takes pictures of in the dorm at night.. Not sure if an order matters or if it's a specific time frame thing.
