I can't say I am opposed to it myself.
In all honestly, it really looks like it will happen eventually, but there is only one person here who knows for sure. At the very least, some more ass play is almost certain. I can certainly see that in one of the upcoming events with Claire one day soon as well. She will make a good switch.

One other thing about when will the game complete, your a Headmaster of a school, unless Altos has Ruth fuck things up, schools usually do not close, can always just have the girls graduate and bring in new ones, all the teachers and Sam can stay, some of the girls could fail and stay on, Hell Debbie can stay on I don't know about other countries, but when I went to school here in Australia we had a principal and then if I remember it was 2 vice principals.

Well, a rotating cast would have to end some time anyways. Just forget that you're on day 918,205 and pretend you're still in the first year.
"Failing and stay on" however would need an in-universe explanation, if I am not entirely mistaken, this is their last chance to avoid forced conscription into the military as the story is told now.

"schools usually don't close" --> That's a good point. If the HM is hell bent as he seems to be about the idea of implementing his system, a one year project would not do... That is a good start as any for "The headmaster, the second generation" something I'd like very much. The problem, as Cartageno says, is that you could spend 300 and the girls would still be attending school. Although, you, rn, should be able to complete everything there is to complete in roughly 80 days.
"Some of the girls could fail and stay on" Maybe, but Cartageno brings another good point, again. Although, the HM, when tricking Mary and Louise, told them Louise should stay and repeat the year, which opens a door for something like that to happen. The incoming problem, storywise, will be that the HM needs to keep his word to Ruth about the girls improving their grades dramatically. Probably the girls graduating and then making cameos could be an option, although a second generation with a couple of girls from this roster would be a nice touch.
Again, is all speculation.

Schools don't usually close, but this is not a usual school, it very well could get shut down, if someone decides to look closely at what he is doing.
No, if a girl fails, she will get shipped off to the military or something similar, the way this is going, maybe sold as sex slaves (though maybe he could keep some of them, just not as students). The only logical way to bring them back in another year would be as helpers, employees, or slaves ...or like you said, seeing them around town or something.

Although, playing devil's advocate here, considering that the owners at this point in time are not seeming entirely benevolent and caring about the well being of today's youth, other parts of the back story may be unreliable, too.
However, gameplay wise I think a "change of school year" with the major cast changes it would bring, even if only in position, would be difficult to implement in a satisfying way. Can you imagine all the headmasters going "My Liz is gone - whyyyyy?"

Good grief Charlie Brown, my point was, To point out that there is no actual reason why this game needs to end, everything else was just the first shit to pop into my head as an example, like all the staff staying on, Debbie becoming vice principal/headmaster, maybe Rachel continues as your assistant/pet, Ada to document things, who knows it was just ideas.
Admittedly the game size would get a problem, but you could always go Dating my Daughter route where there the game is physically broken into 3 chapters of one story.

It's just a game I know, you know, we all know. But when you sit back and think about it, the three pillars of the Headmaster's Theory make sense.
When your a child corporal punishment instill fear that if you do bad it'll happen again. But as time goes by and you get older that fear loses it's power over you and so simple spanking doesn't work anymore. Because like the MC says you forget.

Dunno, it may be differently for others, but for me it's something like this:
If I want porn, there are resources available on the internet. Plenty actually, if you look carefully.
If I play a porn game, I am not only here for the male-on-female (or robot-on-monster or what have you) action. That is covered better by the aforementioned possibilities. I also want a game. That includes gameplay and plot (virtual novels focus more on the latter, some games have more of the former), interesting characters and stuff like that. I don't expect "War and Peace" at any length, but I like to indulge a bit, have fun with the non-porn parts, think about the whole stuff. Also I like to work (a little) for my rewards.
Thus for me personally, the "it's a porn game, why do you care?" doesn't make sense. I do care because I am playing a game (or "reading" a novel), and I appreciate every one with a unique approach, interesting characters and a somewhat (within its settings) workable plot, and I will stumble when I come across major holes.
