There are two quest with optional sharing (one with a prostitute, the other with pictures of a student you can take).
Not optional is that everything you do in your office is monitored by the unknown group that's funding the school.

IIRC when you change the rules, he said just won't participate because of his health. Nothing to do with the top people stopping him from doing so.
That is true, but if you look at the rest of the events, the HM and the board still get to say who can punish them, and so far anyway, only Sally has full permission, while Claire and Debbie are still being trained.
I mean, if the HM is barely able to punish them himself, with everything considered, they sure are not going to let Mr. Wilson do it.

That's just speculation, and before HM came, there weren't any of the punishments that he brought with him. And the top people got HM, to implement them.
The board probably do have a say because they can just fire anyone they want, but they haven't said anything about who can or who can't. In fact, it's the teacher's group meetings that is determining that.
It's not 'just' speculation, as one of the major plot points is him having to convince them to let him even spank them, and then he had to get them to let him do it without supervision, and he is only partly there. This is like most of the plot.
It's not just the board, even if the board votes for something, Ruth, who also gets a vote, can then override that vote, if she objects enough, and you can't convince her to change her mind. There is no way she would let Mr. Wilson do it, even if the others agreed to it, which really seems unlikely anyway. Paul might be fine with it, but Ruth is the one who has the final say.

What are you talking about? He's the one saying that the guy isn't allowed to, and I'm here saying there was never anything to imply that.
You mean, other than Ruth saying that he can't. That men shouldn't be punishing girls, and that even once the MC was finally allowed, he has to have Sally there to make sure he doesn't do anything 'bad', it was not until just recently that that restriction was even partly lifted.
The entire game is based around the fact that Ruth is trying to stop them from doing just that.

When did she say he can't, obviously after the rules changed, since w'ere talking about the MC being able to and him not?
Anyone else having the problem, that between many scenes or hovering over choices there is a little lightning every time?
No because this flashes are only for a short moment whenever I hover over a choice or somethimes click on next scenes. This is the only game that has this problem so far for me.
