I also use GoFile first if it's an option. I have never once had a problem. I run virus & malware checks on all files though.
I am going to give this one another shot. Honestly, I am not that optimistic, because my last play through around a year ago was a major disappointment; I distinctly remember thinking wow they barely did shit in over a year, and you still can't fuck most of the LIs. But we shall see how this round goes.
Is any of Maxine, Lucy, Charlotte, Liz, Cassandra, Faye, April, Nina, Donna, Alice or Emily fuckable yet?
Don't get me wrong, the game clearly has quality, and whoever says the opposite is lying, but it really feels that the devs are milking the game extremely hard atm. I recall playing this for like 2 years ago and the game being full of Rachel content, yet barely to the others.
It's really sad that it came to this. I don't know if what I said above is exactly true, since I don't play this for nearly 2 years as I said, but relying on the feedback around here, and the memory I have from before, being on the making for more than 5 years already and barely having content for most girls is really disapointing.
I recall that I thought about subscribing 2 years ago, because I tend to "reward" engaging and hardworking devs, but the direction the game was starting to have wasn't the best. And it seems that after 2 years nothing changed. If you want a break, sure, take an holiday here and there. But "freezing" game development like this, at least compared to earlier years doesn't encourage anyone to support it. Which is sad, because this game had everything to be one of the most beloved games on the website.
I won't shit on the dev because I don't know what happened irl, and as I said, I haven't been around the thread on last years. But by checking the changelog and walkthrough it is the impression that it gives, sadly, and that doesn't encourage to subscribe at all.
Oh well, hopefully I'm wrong when I finally play it and give it another chance.

Why doesn't the author provide incremental updates? Downloading 7-8gb for each update is ridiculous.

I looked up the guide for the last patch but I am having trouble getting Samantha's quest to progress. I am stuck trying to get step 2 to proceed (Help Samantha accept the need to touch the students: Wait for an opportunity to body search students in front of Samantha). However, according to the guide I have done everything I need to do. Any suggestions or tips would be appreciated.

What was the last update you played? The last couple have just been bugfixes, so no new content. If you've played 0.16.1 (or 0.16.2) and had the Samantha and Liz quests, that's as far as you can currently go.
Actually fucking, only a couple - Rachel and Amy. There are some more who give handjobs and blowjobs though (Priti, Cassandra, Lucy, Liz, plus a group hj/bj scene but I can't remember who specifically does what in that!) Sally and Claire (teachers) are both fuckable, and you can do some stuff with Samantha (assistant) now as well.
Not yet, though you can now get further with Liz and Lucy, plus Maxine has a whole quest which ends in her participating in a forced (by another student) one on one, and then a consensual five on one. A couple of the others have hjs or bjs as patrol scenes or as part of that five on one.
Have you progressed Liz's quest? I can't remember the trigger for it, but if I'm right Samantha tells you she smelled weed around the dorms, so you both go there and you end up doing a body search of 3/4 girls in front of her. Liz needs to be doing her public nudity dares, as it's the group who dare her to flash you that get searched after Liz "trips" in front of you and flashes everything.
Are there any new Samantha scenes in 16.3? I couldn't find the it as the quest log also doesn't indicate

New compared to what? 16.3 is a bugfix, there is no new content from 16.0, so if you've already played that, then no.
