Have you tried sending an email after you do a web search? You can check the walkthrough on the first page of this thread, as much as I remember you have to send an email regarding the magazine, hope this helps.

I tested your save (using game release HM 8.2.1 public pc ). No bug. You are near to get the magazine.
Step by step: Go to Headmaster office (Wednesday evening in your save)- click on the computer - click "Search Web" (see screenshot 1) - go on ( screenshot 2 + 3) - click "E_mail" once (screenshot 4 ) and the day after (Thursday) (screenshot 5) - check Mail and order the magazine (screeshot 6 - 8) - the delivery will last 5 woking days (on next Thursday played on in your save)
Play it along or use the uploaded save.
