Something to consider is that there's a natural bottleneck at the end of Act 2, which is currently bogging development down because all the threads have to come together so all the individual storylines can transition into Act 3.
I'm expecting to see a surge of development once they finally get into Act 3 and can push ahead with whatever they feel like rather than having to fill in the gaps and tune the progression and pacing late in the development of a mostly self-contained chunk of the game.
There are good reasons to break the game into acts and force the various story threads to hit specific milestones before the next act can begin - it prunes the branches, so there are fewer combinations to take into account when one thread references another, and you can have sweeping changes in the background crowds between acts.
